Considerations about How to Establish 5 Systems of Prisons' Security Supervision in Yunnan

云南监狱监管安全工作五大机制的产生,是建设和谐社会、维护社会稳定的必然要求,国家综合国力的提升为监督工作提供了强有力的保证;是我国社会治安的形势及我省监管安全形势所决定的。要建立健全监管安全长效机制,必须重视队伍建设,巩固和增强人防意识;重视制度建设、实行规范化管理;狠抓重点管理、严防事故发生;重视硬件建设、实行通透化管理;建立多层次全方位预警系统和综合应用三大改造手段,提高改造质量。

Five security supervision mechanisms for monitoring the prisons in Yunnan meet the demands for building a harmonious society and maintaining social stability. Meanwhile, the increasing comprehensive national strength provides a Strong guarantee for the supervision; the five mechanisms are designed based on the situation of national social security and security in prisons of Yunnan. To improve a Long-term supervision mechanism, we must pay attention to staff construction, consolidate and enhance defense awareness among the people; we have to highlight institutional building and implement standardized management; we must pay close attention to key chains to prevent accidents; we must focus on hardware development to make the management transparent; we should establish a multi-level comprehensive early warning system and use the three major ways to improve the reconstruction.
