本文通过分析经济适用房建设与管理中存在的建设总量不足,供应结构不合理、覆盖面不广、融资渠道单一和监管力度缺乏等主要问题,探讨建立以廉租房、公共租赁房为主体、动迁安置房为辅助、逐步减少经济适用房的住房建设体系,并确保分配程序公正的保障性住房制度。

This paper analyses existing in the construction and management of affordable housing construction total lack,irrational supply structure,coverage is not extensive,access to a single,supervision and lack of major issues,explore dominated by affordable housing,public rental housing,evictions placement as a secondary,gradually reduce affordable housing construction system,and ensure that allocation procedures and fair system of affordable housing.
