摘要
研究总院提出将人事、财务、党群工作纳入质量管理体系,是建设海洋石油特色全面科研质量管理体系的需要,是坚持规范化、系统化管理的必然。中海油研究总院围绕实施质量管理所涉及的活动、职责、权限和控制步骤,对各项工作和活动的过程进行明确和细化,认真梳理基本流程,编制出人事财务党群工作的程序文件,并依据程序文件的要求对相关支撑性文件进行修订和整理,形成了一个覆盖全面的质量管理体系。在人事财务党群主要工作和活动中,均采取PDCA(计划、实施、检查、改进)循环的控制模式,有效破解人事财务党群工作众的难题,全面提升人事财务党群工作质量,助推人事财务党群工作向纵深拓展,并建立了长效机制,促进和保障中海油研究总院全面发展。
General Research Institute proposes that personnel,finance,party and masses works should be brought into quality management system,which is the necessity of establishing the quality management system of all-round science and research with the feature of offshore oil industry,and is the essential of keeping to standard and systematic management.Centering around the activities,duties,authority and control steps involved in the implementation of quality management,General Research Institute defines and refines the process of all kinds of works and activities,sorts out the basic procedures,composes the sequence document of personnel,finance,party and mass works,revises and reorganizes some relevant supportive documents according to the requirement of sequence document,and thus forms an all-round quality management system.In main works and activities of these departments,the controlling model of circulation about plan,conduct,check and improvement is adopted generally,which has effectively solved the problems of these departments,raised the quality of their works and pushed forward their works further.Meanwhile,long-term mechanism has been established,and thus promoting and guaranteeing the total development of General Research Institute.
