温州市农村基层民主建设中的“四个民主”问题探析——基于十村的调查研究

Analysis on "Four Democratic Activities" of Grass-roots Democratic Development in Wenzhou Rural Areas——Based on Investigation in Ten Villages

调查发现,温州市农村在"四个民主"过程中存在的主要问题是:选民缺乏积极性,民主选举不规范;民主决策、民主管理难落实;村务公开走形式,民主监督被虚化。其原因在于村民和村干部的民主意识欠缺,相关法律、制度不完善。因此,加大宣传、教育力度,提高村民及村干部的政治素质,以及完善相关法律、加强制度建设是保证农村基层民主健康发展的必要举措。

After investigation, the main problems of ＂Four Democratic Activities＂ existing in the course of democratic development of Wenzhou rural areas could be concluded as following： lacking of enthusiasm among voters and irregular democratic election activities, dilemmas in democratic decision＇s making and the fulfillment of democratic management, and weakened democratic supervision that caused by formalized publication of village＇s affairs. The reasons lie in the weakness of democratic awareness among the villagers and village cadres, and the imperfection of related laws and institutions. Accordingly, it is the necessary measure for guaranteeing the healthy grass-roots democratic development in rural areas to highlight the publicity and education, to improve the political quality of villagers and village cadres, and to strengthen the institutional construction
