Institutional Capacity Building for Space Law Cooperation in the Asia-Pacific Region

外空领域的国际合作开展得如火如荼,此类合作可以在不同的层次、不同的领域展开。亚太地区一直以来注重外空活动的合作,但迄今为止,还没有一个区域性的机构涉足空间法的合作。建立亚太空间法中心的提议正是对此需求做出的一个回应,希望该中心的建立能够促进亚太地区空间法的教学和研究。此中心应该是独立、中立的学术机构;至于建立的模式,认为在没有一个其他更好的平台的情况下,亚太空间合作组织下设空间法中心不失为次好方案。并以此为契机,进一步推动区域空间法的发展。

International space cooperation is well underway;such cooperation can be carried at different levels and different fields.Countries in the Asia-Pacific region have always emphasized the importance of space cooperation;however,no regional institution exists at the moment in the field of space law.The proposal of an Asia-Pacific Space Law Center is thus raised to promote the cooperation of space law research and education in the region.The proposed Center should be an independent and neutral academic institution.With no other better platform in place,a space law center under the framework of the Asia-Pacific Space Cooperation Organization can be the second-best option.Such a center shall promote further development of space law in the Asia-Pacific region.
