陈宝箴社会赈济思想探析

陈宝箴任湖南巡抚时期,湖南连年遇荒,灾情严峻。在湖南巡抚任内,陈宝箴于社会赈济用力甚勤,其赈务是围绕其社会赈济思想而展开。陈宝箴的社会赈济思想主要体现为恤赈、协赈、代赈、励赈。陈宝箴社会赈济思想既来源于中国古代赈济传统,是对中国传统赈济思想的继承,也提炼于其本人多年从事赈务的实际经验。陈宝箴社会赈济思想的实施,对于缓解湖南当时的灾情是非常必要的,也具有重要的现实意义和深远的历史价值。但是,由于晚清内忧外患的历史环境,陈宝箴社会赈济思想在实践效果上是不尽理想的。

Hunan province suffered serious disasters year after year during Chen Baozhen＇s governor career.He always engaged in social relief and his relief work was carried out around his ideas of social relief.Chen Bao-zhen＇s social relief thoughts were mainly composed of compassionate relief,assistance relief,replacement relief and encouragement relief.Chen Bozhen＇s relief thinking not only inherited Chinese traditional relief ideas,but was also refined in his actual relief experience in many years.The implementation of Chen Baozhen＇s social relief thoughts was necessary in Hunan and these thoughts had important practical significance and profound historic value.However,the actual effects of his social relief thoughts were not ideal due to the internal and external historic conditions of the late Qing dynasty.
