摘要
在对本科教育改革政策中的创新人才培养改革进行梳理与分析的基础上,将本科教育创新人才培养发展历程划分为理念启蒙、政策目标确定和实践准备、全面推进三个阶段。从政策分析视角看,我国创新人才培养实践面临政策目标模糊、政策目标群体复杂及政策实施偏离目标等问题,应通过制定专门的创新人才培养政策、构建多样化的激励机制以满足政策目标群体多元化利益诉求以及优化创新人才培养政策实施环境等政策举措来实现创新人才培养。
Based on the review and analysis of cultivating creative talents in undergraduate education reform,the development of creative talents cultivation practice falls into three stages: idea enlightenment,policy objective deciding and practice preparation,and comprehensive advancement.From the perspective of policy analysis,obscure policy objectives,complex policy subjects and deviating policy implementation are the main problems during the practice of creative talents cultivation.Thus,setting special policies for cultivating creative talents,establishing diversified incentive mechanisms to meet diverse interests of policy subjects and optimizing the environment of policy implementation are important policy measures to achieve the cultivation of creative talents.
