农村公共产品供给的政府缺位与第三方介入:栖霞水利联合体案例

Government Failure and Settlement in the Supply of Public Product in Countryside:Case of Drainage Union in Qixia

近年来,农田水利这一公共产品的供给陷入资金短缺与组织无序的双重困境,而栖霞市农民水利联合体克服了原有模式下"搭便车"现象,以多元化的组织形式降低了建设成本,提高了村民参与的积极性,实现了农村公共产品的"民建、民用、民管",有效解决了农田水利工程供给不足的问题。本文基于对该模式的分析,以期为探索多元化主体解决农村公共产品供给问题提供借鉴。

Recently,the supply of irrigation and drainage as public product has been in double trouble of disorder of capital and organization.However,the model of peasant drainage union in Qixia has overcome the difficulty of＂free-rider＂under the old model,reduced the building cost,enhanced the enthusiasm of participation,realized to the purpose of＂peasants build,peasants use,peasants manage＂,and solved the problem of shortage of supply in irrigation and drainage.This paper is to explore the diversified subject which can solve the problem of public product in countryside for reference,based on the analysis of the model.
