不同类型幼儿园办学经费中地方政府分担比例及投入差异--基于3省25县的微观数据

On the Differences of the Sharing Ratio of School-Running Funds and Financial Investment in Different Types of Kindergartens from Local Governments:The Microscopic Evidence from 25 Counties,3 Provinces

本文根据三省25县591所幼儿园调研数据分析了地方政府财政投入在学前教育办学经费中的分担比例,并分析了在不同类型幼儿园机构之间政府财政投入的差异。研究发现,整体上地方政府分担比例低且不平衡:在公办园与民办园之间、不同类型公办园之间地方政府分担比例和财政投入有显著差异,同时讨论了学前教育财政投入不公平的体制性根源和可能的社会经济后果,最后,认为对地方政府在"学前教育三年行动计划"中将建设公办幼儿园和示范性幼儿园作为政策目标的做法应谨慎对待。

Through the analysis of the data from 591 kindergartens in 25 counties,3 provinces,the article estimates the school-running funds sharing ratio of local governments＇ financial investment in preschool education and analyzes the differences of governments＇ financial investment in different types of kindergartens.The study finds that on the whole the sharing ratio of local governments is low and extremely imbalanced.There are significant differences for the local government＇s sharing ratio and financial investment among public kindergartens and private kindergartens,different types of public kindergartens.The article simply discusses the systemic origins and possible social economic results of unequal financial investment in preschool education.If we only promote the financial investment in preschool education without changing the unequal financial investment system,government will hardly realize the aim of improving the social equality through preschool education breaking the poverty.As last,the article puts forward that decision makers should seriously treat the local government＇s action that taking constructing public kindergartens and outstanding kindergartens as the policy objective in the ＂Three-Year Action Plan for Preschool Education＂.
