摘要
要有效实施《国家中长期教育改革和发展规划纲要(2010-2020年)》,除了充分落实其中所提出的"保障措施"能得以充分落实外,值得关注的问题还有:为切实促进教育均衡,权力部门应革新自身,主动剥离不合理既得利益;为"推进政校分开、管办分离"的教育管理改革,须建立克服恐乱和恋权心理并建立相关制度;为进一步增强各级党委政府落实《教育规划纲要》的力度,须将教育改革提升至"能够集中力量"的层面。
In addition to its proposed ＂safeguards＂ that must be fully implemented,the following measures are essential to the effective implementation of the Education Plan： to make balanced education,the power sector should reform itself,take the initiative to strip the irrational vested interest from the old pattern of interest;to solve the role confusion problems between the government and school,the relevant institutions overcoming the psychological fear of chaos and indulgency to power should be established;to further enhance the implementation of the Education Plan by government at all levels,education reforms should be upgrade to such a political level that powers can be gathered to do everything when needed.
