摘要
北京地区企业进出口货物较多,北京内陆港发展起步也比较早,在北京内陆港通关具有一定的优势,但大部分进出口货物都以海运方式进行,且大都在天津口岸清关,只有少量以集装箱运输为主的海运货物在朝阳口岸以区域通关模式通关。北京地区多数外贸企业特别是出口企业之所以舍近求远选择在天津口岸清关,既有地理位置及历史方面的原因,也与北京内陆港发展中存在的问题有关,如缺乏沿海、沿边口岸的天然优势,内陆港体系不够完善,发展受地理位置制约严重,口岸区域规划未完全实现,物流功能单一,缺少统一开放的内陆港公共信息服务平台,政策支持力度不够等。因此,应建设以铁路集装箱中心站为支撑的内陆港,尽快实现朝阳口岸功能平移,打造北京内陆港公共信息服务平台,加快B型保税物流园区建设等。
The large amount of import and export cargo and the early development brought Beijing inland port some advantages.But most of the cargo has been transported by sea and most of the customs clearance is in Tianjin port.Only some of the customs clearance for cargo transported by sea in container is in Chaoyang port in the ways of regional customs clearance.The reason why most of the foreign trade enterprises in Beijing,especially the export enterprises,choose Tianjin port is geographical and historical.But we have to know that there are some problems with the development of Beijing inland port,such as the lack of the natural advantages,the imperfect inland port system,the constraint of geographical position,the not realized regional planning,the single function of logistics,the lack of an unified and open platform of inland port public information service,and the not enough policy support.So,we should construct the inland port taking railway container center as the support,realize the functional translation of Chaoyang port,build the platform of inland port public information service,and accelerate the construction of bonded logistic park(type B).
