摘要
在北京市工业和信息化企业中,外来就业人员呈急剧增长态势,其整体受教育程度不高,高端人才比例较低,多分布在劳动密集型行业和民营企业,多为技术和技能型人员,工资收入总体水平不高,在京工作年限较短,以短期合同制为主,住房条件较差,社会保障较少。北京市应坚持高端产业发展道路,以产业结构升级和产业政策调整推动外来就业人员队伍结构优化,加大工业信息化外来高端人才引进力度,建立健全外来就业人员统计信息数据库,构建外来就业人员技能培训网络,强化对外来就业人员的服务和管理。
In the industry and information technology enterprises,the number of migrant workers is growing rapidly;and this group of works have such features as the not high levels of degree,the low percentage of high-level talents,being arranged in the labor-intensive industry and private enterprises,technology or skill-based,the not high level of wages or salaries,the short time of working experience in Beijing,the short term contract,the worse housing condition and the not guaranteed social welfare.To promote the scientific and rational control of the population of migrant workers and optimize population quality and structure,we should adhere to the principle of developing the high-end industry,promote the optimization of migrant workers structure,introduce more high-level talents for industry and information technology enterprises,establish the data base for the statistic information of migrant workers,construct the network of training for migrant workers and strengthen service and management of migrant workers.
