某军兵种医疗保障制度改革对象满意度调查分析

The investigation and analysis on satisfaction degree of medicare system reform regarding a specific army force

目的:探索现行军队医改中存在的难点和热点问题,为全军进一步深化医改提供可靠依据。方法:采用逐级发放调查问卷,分级回收汇总的方式对数据进行收集整理。对整体满意度和不同职位对象间满意度差异进行分析比较,对各类医改问题进行分类比较分析。结果:保障对象对医改整体满意度为68.7%,六类医改对象的满意度差异有统计学意义;需要进一步改革的问题包括,增加免费保障药品,军队免费用药档次低,实现医院之间一卡通。讨论:分类保障模式已逐步稳固,政策认知度需进一步加强;合理医疗机制基本建立,医疗保障标准需逐步提高;持卡就医基本实现,医疗卡功能有待完善。

Objective： Exploring the cruxes and hot issues of Medicare System reform in current armies, and provide reliable references for the further reforming of Medicare System of the entire army. Methods： Delivering the questionnaires, and collecting and classifying the data by certain different groups. Analyze the diversities of satisfaction degree between the entire objects and those of different positions, and make eontraets on them. Classify the issues in Medicare System reform and make contracts and analysis. Results： The entire satisfaction degree of objects to the Medicare System reform is 68.7 %, and the diversities regarding six categories of reform objects have statistieal significance; the issues that need improved including the increasing of free Medicare medicines, enhance the level of free medicines used for armies, and Medicarecards＇ compatibility among different hospitals. Discussions： The mode of conducting Medicare by categories has been stabilized gradually while the cognition of policies needs to be enhanced; a reasonable medical system has already established whilst the standard of Medicare needs to be improved; Get medical care by card has been achieved basically while the funetions of Medicare - card needs to be more comprehensive.
