Performance Evaluation of WUAs in Chongqing

农民用水户协会(WUA)建设已成为改善灌溉系统管理的有效途径,对农业生产具有重要意义.通过对重庆市3个WUA项目区县的实地调研,采用定性和定量方法,分别从组织系统、经济系统、灌溉系统3个方面对WUA进行绩效评价,总结出其运行的基本经验并简要剖析了存在的问题,以期为重庆WUA的建设及可持续发展提供借鉴和依据.

The Development of Water User Associations（WUA） has become an effective mean to improve the irrigation system management.And it is important for the agricultural production.Based on the field research of WUAs projects in three districts of Chongqing,respectively,through the methods of qualitative and quantitative diagnosis,the authors will put on performance evaluation in three aspects of the Associations,such as organizational systems,economic systems and irrigation system.Therefore,all of these methods will sum up the fundamental experience of its operation and briefly analyze the existent issues in order to provide reference and basis for the sustainable development of Chongqing WUAs.
