公共政策执行失效的原因及其对策

政策执行是公共政策最具实践性、操作性的环节,它是政策目标转化为政策现实的唯一途径。我国正处于社会转型期,价值观裂变,制度与体制不健全,公共政策执行失效现象时有发生,因此研究这一现象对于提高我国公共政策执行效率有着重要理论价值和现实意义。本文从公共政策的概念等基本知识入手,指出我国公共政策执行中存在的问题、分析其原因并提出相应的纠正措施。

China is in transition, values fission, system and system is not sound public policy implementation failure phenomena have occurred, directly related to the degree of progress in building a harmonious society, so study this phenomenon for improving the efficiency of public policy has important theoretical value and practical signifioance. In this paper, basic knowledge of the concept of public policy to start, that the implementation of public policy problem, analyze the causes and the corresponding corrective measures.
