医疗卫生公共投入的政府责任研究:以天津市为例

Research on Public Health Investment of Government Liability: A Case Study on Tianjin

文章通过对天津市医疗卫生供需现状进行分析,发现目前天津市医疗卫生的公共投入仍存在卫生总费用占GDP的比重过低、居民个人现金卫生支出比例过大、医疗供给乏力、投入结构不合理等问题,建议政府对于医疗卫生公共投入应在理念、机制、基层服务模式、管理职能等方面谋求创新。

Through Tianjin medical supply and demand situation analysis,problems still exit in public input of Tianjin medical and health,which are that the share of total health expenditure per cent of GDP is too low,resident individuals for cash health expenditure ratio is too large,payment for medical care is feeble,and health resource allocation is unreasonable.It is proposed that government health public input should seek innovation in concepts,mechanisms,primary service models and management functions.
