群体性事件是指聚众共同实施的违反国家法律法规,扰乱社会秩序,危害公共安全的行为,具有地方性、行业性、偶然性、暴力性特征。基本原因在于民众诉求表达渠道狭窄,政府应对管理能力落后,执政理念陈旧。要坚持平等与包容的态度面对群体性事件,坚持客观与公正的原则处理群体性事件,坚持务实与高效的精神解决好群体性事件,按照以人为本的要求完善各项制度。

Group incidents refer to those implemented by groups,which violate laws and regulations of the country,disturb social orders,harm public security and belong to people＇s internal contradiction.They have local,profesional,accidental and violent features.The basic reasons for group incidents include the narrow channel of public appeal,the unsatisfactory management competence of government and the out-of-date governing concepts.We need to adopt an equal and comprehensive attitude towards group incidents,adhere to objective and fair principles in a practical and efficient spirit to deal with those problems,and perfect related systems,as is required by the principle of ＂putting people first＂.
