由体育政策走向体育公平:我国体育公平机制研究

Realizing sports equity through sports policy: on equity mechanism of policy in China

当前,社会公平问题在我国渐显,在体育领域主要表现为群众体育与竞技体育结构失衡、城乡体育分野、东中西部体育发展不均、弱势群体体育权益保障中政府责任的缺位。这其中竞技优先政策、城市偏向政策、经济效率优先的区域发展政策及政策执行偏差等政策因素是导致其不公的极为重要因素。体育政策公平机制的建构需要从理念变革、法治建设、机制创新三个方面着手。

Social inequity in the Chinese society is eminent. In the sports field, the structure of sports for all and competitive sports is imbalanced. Sports in the cities and in the countryside, in East China and West China are not balanced. However, the government has not given enough attention to sports right for the colony of weak tendency. The inequality in sports mainly come from the fact that priority has been given to competitive sports, to the cities, to the economically developed regions. To achieve sports policy equality, ideas should be changed, legal construction and mechanism innovation are necessary.
