The water quality of the East River headstream Area has direct effect on the water quality of the middle and lower reaches of the East River. Managing effectivelt water environment of the East River headstream Area is of vital important to the drinking water safety of the people of Jiangxi Province,Guangdong Province and Hong Kong Special Administrative Region, and is also a severe and realistic challenge for building up the environment-friendly and harmonious society. In order to better protect the water quality of the East River headstream Area,The paper starts with the problems in the water environment manage ment of the East River headstream Area, and makes an innovative research on effective management mechanism of watershed water environment.
