根据我国现行主要的基础设施建设项目管理模式，通过分析在工程建设中的主要职能、履行义务以及优缺点，寻找适合当前经济社会发展形势的创新模式，并以准东某工业园基建项目为例，提出具体的实施方案，保证了工程顺利实施。

According to the management model for the major infrastructure construction of China, the paper analyzes the major functions, the duties, its advantages and disadvantages in the engineering construction, seeks for the creation model which is suitable for the current social and economic construction, and points out the factual implementation scheme by taking the infrastructure construction of some industrial park of Zhun-dong, so as to ensure the smooth implementation of the project.
