A Three-level Strategy for University Reform

关于大学改革的文章已经很多,但大学到底怎样改革却一直都是"深刻"的问题,在研究和探索中我们发现,建立和完善现代大学制度是中国大学改革创新的"必然性"路径依赖。而现代大学制度是一个系统而复杂的制度创设和执行过程,宏观上事关政府的体制,改革的着力点就是要借鉴我国经济改革的成功经验,以设立"高等教育改革实验区"为突破口,全面变革管理方式,动真格去行政化;中观上事关大学的章程,最关键的就是要建立起一套上升到国家或区域法律层面上的大学制度体系,真正做到以法治教,学术本位。微观上事关各层级人员的执行,落实到高校就是要明确学校、校长、教授和学生做什么,怎么做。只有"三观"同时谋略和攻取,中国大学的改革才有可能真正走向成功。

As we all know,building a modern university system is an inevitable development path for China's universities.This point also has been highlighted in the 'National Medium and Long-term Educational Reform and Development Project Summary'.The construction of a modern university system is a comprehensive and complicated process involving institutional design and enforcement.It is closely related to government system on the macro-level,university statutes on the medium level,and actual enforcement on the micro-level.Only when such a three-level strategy has been carried out efficiently would China become a truly strong higher education nation.
