摘要
黄河流域是我国历史文化发源地,是我国重要的工农业基地。随着社会经济发展,黄河流域的用水量急剧上升,对地下水的开采需求不可避免,在开采过程中出现了众多的问题,如地面沉降、地质灾害、生态环境问题等。对此类问题进行探讨,提出了对地下水如何管理的一些建议和措施,包括行政措施、法律措施、经济措施、技术措施等,以供政府和管理部门借鉴。
Huanghe drainage area is the headstream of our history and culture and also the the main area of our industry and agriculture. With the development of society and economy, the consumption of water of huanghe drainage area rapidly increases, however, there are many problems, for exam- ple, land subsidence, geologic hazard, ecologic environment hazard and so on, which happen in the exploitation. In this paper, these problems are discussed and some proposes and measures are ad- vanced, including administration measures, law measures, economic measures and technological measures, which provide for governments and management administrations.
