以开放教育理念来引领,以法律法规和办学政策为支撑、依靠政府的组织领导、经费投入和电大的系统优势构建起现代开放大学的组织管理制度和组织架构;整合社会各类教育资源建立优质资源库,搭建起终身学习的公共服务平台,是创建山西开放大学可选择的实施路径。

We will establish the organazational and managing system and the organazational structure of modern open university by taking educational concept as leading,taking the laws,statutes and policies of running school as support,and relying on the government organizations,financia linvestment and the system Superiority of TV University.Integrating social educational resources at all levels,establishing good resource database and constructing public service platform of lifelong learning is to an alternative implement path of createing Shanxi Open University.
