摘要
在政府组织战略管理实践中,公务员考核与组织战略的有效链接是核心和难点,也是我国公务员考核中存在的薄弱环节。通过政府组织战略管理流程创新,海林市将现有的公务员考核模式转换为基于战略的公务员考核新模式。该模式以政府组织战略为中心,以职位职责为基础,以"德、能、勤、绩、廉"与平衡计分卡的结合为创新点,以与战略相关的指标为考核重点。
In the process of strategic management organized by government,the effective connection between the performance appraisal for civil servants and organization strategy is the core and difficulty.It is also the weak point existed in the performance appraisal for civil servants in our country.Through the innovative strategic management organized by government,the performance appraisal for civil servants in Hailin City will be changed into a new type based on the new strategy.This type will be focused on government organization strategy,based on post and obligation,as well as the combination of 'morality,ability,industry,achievement,incorruptibility' and balanced score card.This type mainly assesses index related to strategy.
