2011年《产业结构调整指导目录》,将草浆清洁生产和项目建设列入"鼓励类",成为合理利用非木材纤维资源发展制浆造纸工业新的里程碑。要从中国国情出发,实事求是,强调多元化的原料方针,要千方百计将造纸工业的原料立足于国内,要珍惜难能可贵的草浆清洁生产新工艺的发展,自力更生,稳步推进。

In the Guideline Catalogue for Industrial Restructuring (2011 Version), the clean production and project construction of straw pulping were put in the'encouraged category', which was the milestone of making good use of non-wood fiber resources to develop pulp and paper industry. Based on China’s national conditions, the supply of raw materials should be diversified, and the new valuable developments on clean production of straw pulping should be cherished and promoted steadily by ones own efforts.
