Analysis of the Management Problems in "Student Teaching in Gangding as an Educational Aid" in Relation to a Close Reading of "Ministry of Education's Advice for the Full Promotion of Student Teaching as a Means of Educational Aid to Underprivileged Areas"

"顶岗支教实习"工作在先行地区开展得如火如荼,而在新开展地区却出现了"淮橘为枳"的情况,发生了管理瓶颈。究其原因主要有:相关高校和政府对大力推进"顶岗支教实习"工作的性质、目标和深远意义认识不足,对其在大力推进"顶岗支教实习"过程中所应承担的职责履行不够,对保障高校与政府积极行动、协调配合的有关措施贯彻不力。在高校和政府这对主要矛盾中,政府是矛盾的主要方面。

The ＂Student Teaching in Gangding as an Educational Aid＂ programme has worked well in its pilot areas, but its current promotion is hindered because of management problems. The essay examines the performance of the teacher education institutions and government organisations that are involved in this programme. The institutions and organisations examined have not yet fully understood the nature, goals and farreaching significance of this programme. They are not taking sufficient responsibility for the programme, nor are they carrying out the measures that are meant to ensure their active involvement and necessary coordination in this programme. It concludes that it is not the teacher education institutions but the government that is uhimately responsible for these problems.
