论地方中等城市建设低碳城市的路径——以江苏常州为例 被引量:4

摘要 发展低碳经济正在成为新一轮世界经济竞争的核心内容,地方中等城市要想在未来国际竞争中获得优势地位,就必须努力建设为低碳城市。地方中等城市尚存在城市规划中的低碳理念不足、第二产业比重偏高、可再生能源比重偏低、公共交通和自行车道偏少等问题。地方中等城市应尽快制定低碳城市发展目标,实施有利于低碳城市建设的财税政策,把经济增长和碳减排有机协调起来,推动产业低碳化,优化能源结构,积极开发节能技术,把地方中等城市规划为紧凑型、多中心的城市,推动建筑节能,大力发展低碳交通,发展生态碳汇,倡导市民低碳消费模式。 Developing low carbon economy has become the core of the world economy competition,Local medium-sized city should strive to build low carbon city to gain international competition advantage in the future.Problems existed at present are as vague concept of low carbon in city planning,high proportion of the second industry,low proportion of renewable energy consumption,insufficient bicycle public transportation lane system,etc..Local medium-sized city should establish developing target of low carbon as soon as possible,implement effective fiscal policy,harmonize economic growth and carbon emissions,promote low carbon industry,optimize energy structure,actively develop energy saving technology so as to be a compact city with multi-centers.Local city should promote energy saving in architecture,develop low carbon traffic and ecological carbon sink,advocate low carbon consumption mode.
