Marxist historical materialism takes the point that social existence determines social consciousness,the socio-economic structure？ is the most important and the most fundamental part of the society. It is the mot cause of the social Natural economy is the economic root-cause of the rule of man; however,the rule of law is the essential requirement of the socialist market economy. So our government must make great efforts to develop the socialist market economy and accomplish the transformation of governing state ideas from the rule of man to the rule of law completely.
