摘要
交通基础设施恢复重建是灾后进行紧急救援的最基本保障和前提,也是灾区日后社会和经济发展的基石,需要大量资金支持。针对5.12汶川地震后进行的交通基础设施恢复重建工作,从市场和政府两个角度选择了六种融资方式,分阶段用层次分析方法进行综合评价,得出在恢复前期中央财政拨款和政府间的对口援建是相对优化的选择,后期建设BOT融资方式是灾后发展提高相对优化的选择。
Reconstruction of transport infrastructure is the most basic prerequisite in post-disaster emergency and it is also a cor- nerstone of social and economic development in the future. However, the choice of financing about transport infrastructure is important to self-construction. According to Wenchuan earthquake, through a comparative analysis of various financing methods, and using a comprehensive evaluation of AHP, it is seen that in the formal stage financial aid from central government and reconstruction between governments is the relatively optimal choice for reconstruction of earthquake-stricken area and in the latter stage BOT is the better one.
