The Reason of Characteristics of Criminal Offence in Countryside of Huining Region and Some Countermeasures

我国当前正处于社会转型期,随着改革开放的不断深化,利益格局的不断调整,特别是农村生产方式、农民从业方式的转变,农村的矛盾和问题与过去相比出现了较大差异,特别是随着新农村建设的不断深入,发生在农村的刑事案件居高不下,人民群众的财产和人身安全受到威胁,严重影响了社会主义、新农村建设和社会稳定。指出当前农村犯罪的几大特点和原因,并指出应从提高农民文化水平,发展农村经济、加强农村法治建设等方面来预防减少农村犯罪。

Our country is in the period of social transition currently. With unceasing deepening of reform and open policy, the continual readjustment of interest pattern, especially the transformation of countryside production method and the farmer＇s employment way, great difference appeared in the contradiction and issues of countryside compared with the past. Especially along with the new rural reconstruction, criminal case unceasingly rises and stays at a high level in the countryside, people＇s property and the personal safety are threatened, which influenced new rural reconstruction and social stability. This article proposed several major characteristics and reasons of current countryside crime, and proposed preventing and reducing countryside crime should be done from the aspects of raising farmer＇s cultural level, developing the rural economy and strengthening law construction in countryside.
