介绍应急通信系统的组成及主要功能,描述了在应对突发事件过程中,事故现场与指挥中心之间语音、视频及数据业务的实现方式。最后,结合消防卫星网研究了跨区域应急救援卫星通信中的应用。

This article introduces the composition and functions of the emergency communication system, and describes the implementation of the voice, video and data services between the accident scene and the emergency command center. Finally, an application in fire-fighting satellite communication network is studied.
