Discussion on the Several Basic Concepts of Public Hospital Reform

通过对中国公立医院改革中涉及的"公立"、"公益"等几个基本概念的讨论,发现将卫生服务产品的属性与医院的性质混为一谈是医改中产生许多无谓争论的原因之一;正是"不给钱,只给政策"这种形而上学的思维方式,导致公立医院的办院方向在忽"公"、忽"钱"的两个极端之间摇摆不定。实际上,中国医改既需要"给钱",更需要新政策的支持。

The several basic concepts of ＂public＂ and ＂public welfare＂ were discussed, through which it found one of the causes of many unnecessary controversies in health care reform was the confusion among the nature of health care product and the nature of hospital. It is ＂no money, only policy,＂ the metaphysical way of thinking, leading to public hospitals in the direction of running the hospitals suddenly ＂public＂ suddenly ＂money＂ wavering between two extremes. In fact, the health care reform in China not only requires money, but also new policies.
