国库集中支付后水利财务管理体制探讨——以湖北省为例

On water financial management system after practicing centralized treasure payment—case study of Hubei Province

基于国库集中支付后财务管理体制方面出现的新问题,通过对湖北省相关部门进行实地调研,有针对性地提出了强化水利部门财务监管、建立水利财务管理信息联动机制、大胆进行制度与政策创新、加强财务管理团队建设、完善内部审计监督制度、提升水利资金运行绩效等方面的对策建议。

Based on the new problems of water financial management system after practicing centralized treasure payment,some countermeasures were proposed by means of the field investigation of the relevant departments in Hubei Province,that is,strengthening the financial supervision of water conservancy departments, establishing the mechanism of information collaboration of water financial management,practicing the system and policy innovation,promoting the financial management team,improving the internal auditing mechanism and raising the utilization efficiency of water conservancy fund.
