我国大型水电工程项目绩效研究

Performances of large hydropower projects in China

采用调查问卷的方法,分析了我国正在建设的4个大型水电项目的绩效情况、绩效指标之间的相关关系以及项目绩效与开发企业能力之间的内在联系。结果表明,安全、环保和质量3项指标的绩效得分较高,进度指标和成本指标绩效得分略低,移民指标的绩效得分最低,移民、进度和成本3项绩效指标与水电开发企业的集成资源能力、沟通能力和内部条件之间的关联性较强。从而得出结论,要提高水电项目绩效,不仅仅要关注项目本身,还应注重企业各项能力的提升。

The performances,correlation among performance indices and internal relationship between project performances and enterprise＇s capability of four large hydropower projects under construction in China were analyzed by means of the questionnaires.The results show that the three indices of safety,quality and environmental protection have the highest score of performances.The two indices of progress and cost have the second highest score of performances,and the index of immigration work has the lowest score of performances.The three indices of progress,cost and immigration work have strong correlation with the capability of integrated resources,communication skills and internal conditions of hydropower development enterprises.Therefore,in order to improve the project performances,much attention should be paid to the projects themselves and how to promote the enterprise＇s capability.
