我国鼠疫防治机构及人员结构分析

An investigation of current situation of personnel in plague institutions in China

目的了解目前全国各级鼠疫防治机构从事鼠疫工作的人员构成情况。方法运用流行病学描述性研究,对各级鼠疫防治机构人员的工作类别、性别及年龄构成、职称构成、学历构成进行描述性分析。结果全国承担鼠疫防治工作的机构共564个,其中专业鼠疫防治机构24个。全国参与鼠疫防治的人员工作类别按照管理人员、专职人员、兼职人员顺序,各级鼠疫防治机构比分别为国家级机构1∶7.83∶0;省级机构1∶3.61∶0.59;地级机构1∶2.43∶1.55;县级机构1∶2.07∶1.41。各级防治机构男女性别比分别为国家级1.65∶1,省级2.18∶1,地级2.84∶1,县级3.41∶1;各级鼠疫防治机构年龄构成均以40～50岁人员为主;国家级和省级机构人员以中、高级职称为主,地级和县级机构以初、中级职称为主;国家级机构以本科及以上学历为主,省级以本科学历为主,地级和县级机构以中专和大专学历为主。结论国家级和省级机构以专职人员为主,地、县级专职人员和兼职人员所占比例相差不多;地区级别越低男女性别比越大;各级鼠疫防治机构人员的年龄均偏大;地区级别越低职称和学历越低。

Objective In order to understand the personnel structure in plague institutions.Methods Using epidemiology descriptive research,in job category,gender and age,technical title,educational backgroundBefore.Results The country have 564 plague institutions,including 24 professional institutions.According to management personnel,full-time personnel,part-time personnel order in job category,state-level 1∶7.83∶0,provincial-level 1∶3.61∶0.59,regional-level 1∶2.43∶1.55,county-level 1∶2.07∶1.41.Male and female sex ratio,state-level 1.65∶1,provincial-level 2.18∶1,regional-level 2.84∶1,county-level 3.41∶1.Age is formed by 40 to 50 personnel primarily.National and provincial personnel to intermediate and senior title primarily,Regional level and county level with intermediate title and primary title primaril.National with graduate and above primarily,Provincial with undergraduate course mainly,Regional level and county level to college or technical secondary school.Conclusion National and provincial with full-time personnel,Regional level and county level full-time personnel and part-time personnel primarily.District level is lower,the male and female ratio is bigger.District level is lower,the titles and degree is lower.
