Central Asia out of Financial Crisis and Shanghai Cooperation Organization for Another Decade——Overview of the 10th International Academic Workshop for Central Asia and Shanghai Cooperation Organization

上海合作组织经过十年的发展在政治、安全、经贸、人文合作等方面取得了巨大的成就,但同时也存在问题和不足。国际金融危机对中亚地区的影响非常大,为摆脱危机实现经济复兴,中亚国家从各自国情出发制定了一系列措施。金融危机也凸显了上合组织成员国间开展以能源合作为重点的多边经济合作的必要性。美军从阿富汗撤出前景的不确定性,以及中东动荡的扩散效应,使中亚地区的安全形势十分严峻。关于美国对上合组织的政策,学者认为经历了一个从不重视到重视的转变过程。上合组织未来发展,与会者从经济与金融合作、安全合作、上合自身发展等方面谈了一些思考和建议。

It has been ten years Shanghai Economic Organization has witnessed great achievement in political affair, security, trade and economics and humanity cooperation etc. but problems and shortcomings remain. International financial crisis takes profound effect central Asia, so central Asian countries have drawn up a set of measures starting from their own reality to pull out of crisis for economic recovery. The financial crisis also necessitates the multi-lateral economic cooperation with the focus on energy cooperation among SEC member states.U.S troupes will withdraw from Afghanistan with uncertainty and the unrest in the Mid-east spread to other parts, which might put security in central Asia in severe situation. As regard American policy toward SEC, the scholars holds that it has undergone a process from neglect and stress. The attendees have voiced some views and suggestions with respect to SEC future development ranging from economic and financial cooperation, security cooperation to SEC itself development.
