关于中国远程开放大学构建的思考——基于历史文化的视角

On the construction of distance open universities in China from historical and cultural perspectives

从90年代中期以来,无论是中国中央电大还是省级电大都一直围绕政策、发展方向、服务对象等方面对中国开放大学的建构积极展开研讨。但十多年过去后,至少在名称上中国大陆仍然没有一所开放大学真正建立起来。文章从电大发展历史和文化角度探讨了开放大学建构困难的主要原因以及制约开放大学建构的主要因素。并从现实出发,探讨了开放大学建构的基础,提出开放大学建构的策略应该从政府加强社会大环境建设入手,通过引进人才,抓教学和科研,积极争取办学自主权及加强开放交流等措施,以促进开放大学在中国的发展。

Since the mid-1990s,both the central and provincial radio and television universities（RTVUs） have been actively exploring the construction of open universities in China regarding the policy,development direction and service objects.However,after more than a decade,no open university has been really established at least in China＇s mainland.This article discusses the main causes and factors of the difficulties and restriction of RTVU construction from the perspectives of the development history and culture of RTVU＇s.Based on the reality,it discusses the basis of RTVU＇s construction,and proposes that the strategies for open universities＇ construction should start with the government＇s strengthening the construction of social environment,introduce talents,focus on teaching and research,strive for school-running autonomy,and strengthen openness and communication with other universities.
