摘要
建立有效的可再生能源管理体制是保证可再生能源产业健康发展的重中之重,我国《可再生能源法》第五条以法律形式确立了我国的可再生能源管理体制,其虽具有一定的合理性,但也存在着多部门分散管理、协调性不强,地方管理决策导向与中央管理目标不统一,可再生能源开发利用监管体系不健全,法制建设不完善等几大问题。在发展可再生能源日趋重要的今天,完善可再生能源管理体制已迫在眉睫。
Establishing an effective management system plays a very important role in ensuring the healthy development of renewable energy industry.Article 5 of Renewable Energy Law of PRC provides the renewable energy management system which is reasonable to some extent.However,there also exist some defects,such as decentralization of management,the inconsistency between local management decision-making orientation and central objectives,the imperfect supervision system and legal system.As it becomes more and more important to develop renewable energy,we should improve renewable energy management system as soon as possible.
