摘要 我们正处在一个经济大调整的年代,全球金融危机给世界经济造成了巨大冲击,直接引发了本次经济大调整。虽然调整或多或少出于不得已,但大多数人会认同,长远来看,适宜的经济调整将给各国的发展提供新的动力。 The global financial woes stroke the world economy heavily and triggered the large-scale economic adjustments. It is generally admitted that appropriate adjustments will drive the economy to grow. Under the current rules of global economy, a country may implement economic adjustments by three means: to adjust under the existing obligations; to adjust the existing obligations; or to deny the existing obligations. That is, a country may take protecting measures to adjust its economy. Some measures are generally considered to be symptoms of trade protectionism. But they may have another side: the trade rescue mechanism is designed to cushion the strike of free trade on local firms, reduce the costs of adjustments and appease the dissenters. All these functions will be helpful for extending free trade. But the economic adjustments will have huge costs. During the adjustment, the salaries may be reduced, and the job opportunities may decline. But now the problem is: who will pay for all of these?
