摘要
国家部委编制和借调等问题的讨论受到人们的普遍关注,国家自然科学基金委员会每年向大学和科研院等单位借调(兼聘)大量人员,以应付每年庞大的项目受理与评审工作。文章综述了国家自然科学基金委员会现行借调模式特点,改革现行借调模式,提升自然科学基金委的培训功能的必要性和可行性,并为提升自然科学基金委的培训功能提供了参考。
In order to deal with huge work load of processing and reviewing applications, many personnels have been loaned from universities and research institutes to National Natural Science Foundation of China (NSFC) every year. This phenomenon has received much concern. In this paper, the features of NSFC loaned personnel model were analysed, and the necessity for and feasibility of improving the training function of NSFC by reforming current loaned personnel model were discussed.
