Social Responsibility of Citizens in Social Risk Management

肇始于西方社会的风险社会理论对中国社会的发展同样具有指导价值。当前的中国社会面临市场、市民社会、政府、自然多方面的风险。中国的社会风险既不能解释为国际经验,也不能归咎于改革开放。从社会风险治理主体的角度分析,中国的社会风险治理体制存在缺陷。以政府为主导地位的风险治理体制要让位于由公民和政府共同负担的复合风险治理体制。公民问责和公民担责是公民承担风险治理责任的基本内容。

The theory of risk society from western society can be used to guide the development of Chinese society.The current Chinese society faces risks of the market,civil society,government and natural aspects.China＇s social risks should not be interpreted as international experiences,nor be attributable to the reform and opening policy.From the angle of the subject of risk management,China＇s social risk management system has shortcomings.Government-led risk management system must give way to the composite risk management system including citizens and government.Accountability and responsibility of citizen constitute the basic content of responsibility of citizen risk management.
