Redefinition of the Concept About Social Security

当前我国对于社会保障概念的理解存在泛化倾向,社会保障是旨在抵御各种风险,保障国民基本生活,维持社会安全的制度安排,主要包括社会保险和社会救助两部分内容。社会福利是比社会保障内涵更为丰富的概念;社会保障包括在社会福利之中,是社会福利的基础部分和初级阶段。

Based on the origin of the concept about social security and the different comprehension of social security, this paper analyzed the meaning of social security. Main conclusion follows： there is a magnified trend about the concept of social security in China today. Social security include these meanings： the goal is resisting risks and guaranting basic living of national and maintaining social safe, include social insurance and social relief Social welfare has much more contents than social security. Social security is the basic part and primary phase of social welfare.
