摘要
目前的农村集体建设用地制度已成为我国城乡一体化进程中必须破解的瓶颈。农村集体建设用地应当参照城镇国有建设用地的改革模式,以提升农村土地的集体所有权为基础,实现农村建设用地所有权与使用权分离,尊重土地资源要素的市场价值规律,激发农村集体土地市场经济属性,并尊重土地不可移动的自然属性,是化解城乡二元结构,解决城乡一体化资金,实现城乡结构平衡组团式发展的有效制度安排。
The system of rural collective construction land has become a bottleneck that has to be resolved in the process urban and rural integration.Rural collective construction land should refer to the reform pattern of urban state-owned construction land,follow the law of market value of land resources,realize the separation between rural land ownership and land use right,promote the collective ownership of rural land,and the ownership should have the attributes of market economy,which is the effective mechanism for settling capital difficulties in the construction of urban and rural integration and farmers' social security.
