摘要
从系统科学的角度提出了装备动员应战应急一体化的内涵,从时代必要性和现实可行性等方面分析了装备动员应战应急一体化建设的成因,并重点提出了装备动员应战应急一体化的组织建设、法规建设、力量建设以及资源建设的基本构想,明确了装备动员应战应急一体化建设的组织实施。
The paper advances the connotation of equipment mobilization dealing with war and exigencies integrative construction.It analyses the causes of equipment mobilization dealing with war and exigencies integrative construction from epoch necessity and feasibility.It brings forward the basic idea of organization construction,rule construction,strength and resources construction in emphasis.And it defines the operation of equipment mobilization dealing with war and exigencies integrative construction.
