摘要
目的了解海口市预防接种单位的设置和人员待遇情况,为制定有针对性的管理策略提供依据;方法接种单位进行调查表填报,接种人员进行半封闭式问卷调查;结果全市接种单位按人口配备比例为1.95万人设一个门诊,其中社区卫生服务站占构成比最高(50.00%);接种人员按人口配备比例为每万人配2.02人;学历为中专最高(49.7%),本科以上最低(6.2%);工作年限5年以下占比例最高(41.5%);人员初级职称构成比最高(68.6%),副高以上职称最低(1.3%)。接种人员工资由财政拨款的单位占38.10%,其中领取到工资额100%仅占43.75%,有61.9%的单位接种人员工资全部来自单位创收。接种人员工资在1000~1200元/月之间(基本保险除外),购买基本保险者一般都在本单位服务超过1年。除工资外,发放补贴的单位占71.42%,与其他岗位人员相比只有2家(3.33%)较高,32.14%处于中等水平,25家(29.76%)处于低水平。结论海口市预防接种单位设置密度过大,接种人员素质及待遇均较低,岗位稳定性不够,应根据人口密度与服务半径进行合理调整,提高人员待遇,保持队伍稳定性。
Objective In order to provide the basis for targeted management policy establishment,an investigation on immunization units and staff salary were carried out in Haikou city.Methods The questionnaire was applied to investigate the immunization organizations,and semi-enclosed questionnaire surveys were undertaken on the inoculation staff.Results There is a vaccination outpatient service every 19 500 people in the city.Among the immunization organizations,community-based health service stations were the most common(50.00%).There is one inoculation staff per 20200 people.Among the inoculation staff,technical secondary school background or above person has the highest ratio(49.7%),degree minimum bachelor person has the lowest ratio(6.2%).The staff under 5 years of service accounted for the highest proportion(41.5%).The constituent ratio of primary professional title staff accounted for the highest proportion(68.6%),the personnel with associate senior technical titles has the lowest proportion(1.3%).The immunization organization benefits of wages of national finance burden accounted for 38.10%,the personnel that its wages benefits allocated funds by governmental sum only accounted for 43.75%.There are 61.9% of the immunization units that its personnel income salaries depend on earned income completely.The staff salary are around 1000 to 1200 yuan(RMB) a month(except the basic insurance).The people of purchase basic insurance were generally service in the unit for over one year.In addition to the salary,the immunization units granting living allowances accounted for 71.42%,compared with other staff positions,only 2 units(3.33%) the allowances is higher,32.14% is middling,and 25 units(29.76%)is lower.Conclusion The immunization units established density is too many in Haikou.The staff professional quality and salary both are lower,job post stability is not enough.Taking adjustments reasonable depended on population density and service,to improve the treatment of staff and job post stability are necessary.
