Evaluation on Pedestrian and Bicycle Transportation Planning and Design based on PLPS Survey

开展系统性的步行、自行车交通调研和实证分析,对于弥补城市相关基础数据不足、梳理现状问题、指导规划设计、评估实施效果等有重要意义,有助于改善城市步行和自行车出行环境、引导市民绿色出行。首先介绍了PLPS调研的目的及具体方法,包括公共生活和公共空间两部分调研。以重庆市渝中半岛步行交通示范项目实践为例,探讨PLPS方法在项目前评估和制订方案阶段中的应用。以美国纽约和丹麦哥本哈根两市为案例,阐述PLPS调研在步行、自行车交通项目后评估中的应用。最后,总结PLPS调研方法的优势,并针对其在中国的推广和本土化改进提出建议。

Systematic surveys and empirical analysis on walking and cycling is important in complementing data involving non-motorized travel options,identifying existing problems,guiding planning and design,and evaluating performance.It is also helpful in promoting＂Green Travel＂（i.e.,walking and cycling） in urban areas.This paper first introduces the purpose and methodology of PLPS（Public Life and Public Space） survey.Taking Yuzhong pedestrian pilot project in Chongqing as an example,the paper discusses how to utilize PLPS survey in pre-project evaluation and design.The paper also shows the application of PLPS survey in post-project evaluation in New York and Copenhagen.Finally,the paper summarizes the advantage of PLPS survey and provides suggestions on the improvement of the method to better adapt local context in China.
