城市步行和自行车交通规划协同策略

Coordination Strategies of Urban Pedestrian and Bicycle System Planning

研究专项规划阶段城市步行和自行车交通的综合协同发展策略,有利于规划建设与城市土地利用相协调、与其他交通方式衔接良好、高品质的步行和自行车交通系统。从三个方面阐述城市步行和自行车交通协同策略:规划编制方面,提出与上、下位规划以及同位相关规划的内容及程序的协调策略;外部关系方面,探索与城市自然地理特征、其他交通方式、土地利用及环境景观的协同策略;内部关系层面,探讨步行和自行车交通之间的和谐共处策略。同时,从四个层面提出维护协同关系的策略。最后,以济南市步行和自行车交通示范项目为例,阐述协同策略的具体落实。

Cooperative development of urban pedestrian and bicycle transportation systems helps a coherent development in urban planning and land use.It also promotes integrated transportation system and offers better services to non-motorized travel modes.This paper elaborates the coordinating development strategies for urban pedestrian and bicycle systems in three aspects： coordination between planning content and planning procedure;coordination among external factors such as natural geographic features,travel modes,land use,and environmental landscape;internal coordination between pedestrian and bicycle system.The paper also discusses how to maintain the coordination proposed herein.Finally,the paper presents the implementation of the coordination strategies in Pedestrian and Bicycle Pilot Project in Jinan.
