农民工共享城市公共资源问题研究——基于苏州市相城区的考察

The Problem in Rural Migrant Workers' Share of Urban Public Resources:From a Survey in Xiangcheng District of Suzhou City

针对如何让农民工共享城市资源这一社会管理中亟待解决的问题,采用问卷调查法对苏州市相城区农民工享有城市公共资源状况进行实地考察。调查发现,实践中存在着农民工对城市公共资源利用不足、城市公共资源惠及农民工不足的问题,其影响因素主要有政府政策偏好、城市资源状况、市民态度以及农民工组织化程度等。据此,提出了改革户籍制度、将农民工纳入城市公共服务体系以及对农民工实行公共资源分层供给等建议。

On addressing the problem how to prompt migrant workers＂ share of the cities＂ resources, a field research is made through questionnaire in Xiangcheng District of Suzhou city. It is found that the workers dont take full advantage of the resources, while the resources dont benefit the migrants a lot. The lack of share is mainly the result of the four influencing factors： the officials/policy preferences, the resource condition, the urban resi- dents＇attitude, and the extent to which the workers are organized. The paper thus puts forward the suggestions： reforming household registration system, bringing the migrant workers into urban public services, carrying out the model of hierarchical provision of urban resources for the migrant workers.
