摘要
我国多元筹资政策在实现缓解办学经费短缺目标的同时,未能解决经费结构优化的问题。政府角色转换、财政性经费可预期实质性增长为经费多元化提供了保障和有利条件,但二元与多元结构的转换非短时期内可以达成的政策目标。多元筹资的政策目标及实现途径应随高校层次不同而有所选择,企业加大成本分担的力度应成为问题解决的重要思路,多元筹资政策目标的价值蕴涵应注重与高校组织目标的一致性。
Multiple financing policy of our country has realized the goal of alleviating the shortage of school funds,but the problem of optimizing the funds structure is still remained.The transformation of government role,prospective substantive increase of financial funds provides security and favorable conditions for diversification of funds,but the transformation from dual structure to multiple structure is not a policy target that can be realized in short term.The target and realizing way of multiple financing should be chosen according to universities with different level.And it is an important thinking for enterprises to increase the cost sharing,and the congruence between the value of the target of multiple financing and organizational goal of universities should be stressed.
