摘要
2011年8月，正在中东各国局势仍然动荡不定之际，一场骚乱突然席卷英国伦敦。面对电视臧面中到处燃烧的汽车、商店被砸烂的橱窗，许多人不免错愕：社会骚乱一般是不发达国家或是政治社会矛盾尖锐的非民主国家中的“特有现象”，一贯以富裕与民主示人的英国怎么也会发生骚乱呢？其实，在发达国家中，这种“富国穷病”的现象并非英国特有，近些年在其他西欧国家中也频频出现．
